Our Nonpublic Agency certification allows RISE to partner with California Local Educational Agencies when related services are arranged through an NPA relationship and fall within the applicable scope of our certification.
What our certification means
The California Department of Education certifies eligible Nonpublic Agencies that meet applicable requirements for providing designated instruction and related services to students with exceptional needs. RISE maintains NPA certification so that qualifying schools and districts can arrange applicable services with us through this framework.
Important distinction
CDE certification should not be interpreted as accreditation, evaluation, recognition, or endorsement of an individual Nonpublic Agency.
NPA-specific requirements
NPA documentation and requirements apply when services are being arranged through an NPA relationship. They should not be interpreted as requirements for every interpreting or support service request made through RISE Interpreting.
Understanding NPA Services
What is a Nonpublic Agency?
A Nonpublic Agency, commonly referred to as an NPA, is a private establishment or individual that provides related services necessary for a student with exceptional needs to benefit educationally from the student’s Individualized Education Program (IEP).
Related Services
An NPA may provide designated instruction and related services identified as necessary to support a student with exceptional needs.
School & District Partnerships
NPA services are arranged in coordination with the student’s Local Educational Agency and are connected to the services identified through the student’s educational program.

How NPA Services Work With Your District
When a school or district uses RISE through an NPA arrangement, several pieces work together to support the student’s identified services.
Current Master Contract
A current, signed master contract is maintained between the contracting Local Educational Agency (LEA) and the NPA.
Individual Services Agreement
A signed Individual Services Agreement (ISA) is maintained for each student receiving related services through the NPA.
Individualized Education Program
Related services are based on the student’s current IEP and the services identified by the student’s educational team.
Qualified Personnel
Services must be delivered by personnel who meet applicable credential, licensing, certification, or qualification requirements.
